Redeem early
If a ban is coming, redeem any eligible Sweeps Coins well before it takes effect. Don't leave it to the last week.
State rules on sweepstakes casinos changed a lot in 2025 and 2026. Here's exactly where Zula is open, where it isn't, and why, for all 50 states and DC.

Zula Casino is open to players 18+ in 35 states plus Washington, D.C. It's not available in 15 states: California, Connecticut, Delaware, Idaho, Illinois, Indiana, Louisiana, Maine, Michigan, Montana, Nevada, New Jersey, New York, Tennessee and Washington. Florida is allowed with a win cap, and Oklahoma is one to watch.

Status from Zula's sweepstakes rules and promo code page. Law references as reported by Lines.com (July 2026). This is general information, not legal advice.
Sweepstakes casinos work because of a legal idea that's been around for decades: if there's always a free way to enter (like Zula's mail-in request) and you can't buy the prize currency directly, it's a sweepstakes, not gambling.
Since 2025, a growing number of states have decided that the two-coin model is close enough to online gambling that they'd rather ban it outright. Montana, Nevada, Connecticut, New Jersey and New York moved in 2025. California followed from January 1, 2026, then Tennessee, Maine, Indiana and Louisiana over the summer. Oklahoma is reported to be next, from November 1, 2026.
Other exclusions are older or simply Zula's own call. Washington and Idaho have long-standing laws, Michigan's regulator has pushed sweepstakes sites out, and Delaware and Illinois are excluded by Zula without a specific new ban.
If a ban is coming, redeem any eligible Sweeps Coins well before it takes effect. Don't leave it to the last week.
Operators usually email affected players with a deadline and instructions. Make sure Zula's emails aren't going to spam.
It won't help you redeem, and it can get your account closed. Location is checked.
Zula is available in 35 states plus Washington, D.C. It excludes California, Connecticut, Delaware, Idaho, Illinois, Indiana, Louisiana, Maine, Michigan, Montana, Nevada, New Jersey, New York, Tennessee and Washington.
No. California's AB 831 banned dual-currency sweepstakes casinos from January 1, 2026, and Zula excludes California players.
No. New York banned sweepstakes casinos under S 5935A in December 2025, and Zula excludes New York.
Yes, Florida players can join. The one limit is that any single Sweeps Coins play is capped at a win of under 5,000.
Yes. Texas isn't on Zula's excluded list, so Texas residents 18+ can play and redeem.
For now, yes. Oklahoma isn't on Zula's excluded list, but a state ban (SB 1589) has been reported to take effect November 1, 2026. If you're in Oklahoma, redeem any eligible SC before then and watch for updates from Zula.
No. It breaks Zula's rules, and you won't be able to redeem prizes. Accounts found doing this can be closed.
Zula's eligibility page (June 2026) lists 5 excluded states, while the newer sweepstakes rules (August 28, 2026) list 15. We follow the newer, stricter list.
